Letter from the Chair

Hello All,

This month, role-playing has accelerated in a few surprising ways as a result of the hobby's increasing popularity:

·       Role-playing games are regularly published in China. This is a side-effect of the increase of gaming on Kickstarter and the need for global fulfillment. The reliance on China means all types of geek-related media are affected by the latest round of U.S. tariffs, up to 25% on imports from China. This will certainly affect role-playing game publication costs, but how much it will be felt by the consumer is likely determined by each business. More worrying, fully-funded crowdfunding efforts may find they have a 25% shortfall they need to cover for shipping, potentially impacting many tabletop role-playing games now in process.

·       Prisons are banning used books and therefore RPGs. Non-profits have been banned from shipping used books to Washington and Ohio. This will absolutely impact the ability for prisoners to play role-playing games in prison. CAR-PGA member M. Alan Thomas II explained in an interview and in our FAQs why this matters.  CAR-PGA member Hawke Robinson has a list of resources about the beneficial effects of RPGs for prisoners and an overview of the bans here. In Washington, the excuse was “the lack of staff in mail rooms to determine whether or not materials sent are appropriate or whether they’re hiding contraband.” Books to Prisoners argues there’s never been such special search procedures. In Ohio, Annette M. Chambers-Smith, the newly appointed director of the Ohio Department of Rehabilitation and Corrections (ODRC), was the general manager of JPay Payment Services, a technology company which contracts with the ODRC for tablet services and e-books. The sudden push to move away from used print books to digital may well be linked to the JPay contract to use only tables and e-books.

I am writing to you because the Ohio Department of Rehabilitation and Corrections is considering revisions to its mail policy (5120-9-19) which would restrict prisoners from receiving used books. This ban will most certainly affect tabletop role-playing games (RPGs), which are published in book format.
Prison book programs have reliably provided free, used books for prisoners for decades. We help families who cannot afford to purchase expensive new books. RPGs provide tools for literacy, empowerment, and connection. Provide language in your policy for free prison book programs statewide.

·       In happier news, role-playing games are everywhere. The latest evidence is in cartoons. I detail a sampling of the latest in my article at EN World, from Futurama to My Little Pony, Voltron to Teen Titans Go, She-Ra to American Dad and a lot more.
Role-playing games are more popular than ever, and with that popularity comes the burden of global reach (or lack thereof). I’m hopeful the CAR-PGA can do its part to keep gaming top-of-mind in a positive way –cartoons are already laying the framework for future generations.

Response from Melissa Adkins, Ohio Department of Rehabilitation and Correction

Thank you for your inquiry related to the handling of used books in Ohio’s prisons. The Ohio Department of Rehabilitation and Correction (DRC) encourages the donation of used books to our institutions for general inmate use (via libraries) and has no plans to implement any state-wide agency policy banning such donations.   Since 2013, DRC policy has permitted distributors, including third-party distributors, to send new and used books directly to inmates.  This policy has not changed.     Our agency is reviewing its screening process agency-wide to ensure that books sent from distributors are permitted pursuant to policy, unless the distributor has violated agency security protocols.   The current policy also permits inmates to receive books from family and friends with prior approval of the prison warden.

Convention Report: Blacktasticon

This event took place on the 16th and 17th of June, 2018. The focus of the con was African-American genre creators and fans. There was a fairly wide selection of discussion panels. They had some electronic gaming but no tabletop gaming. They had a cosplay contest. The con was held on the campus of the Georgia Institute of Technology. All events took place in the Student Center.

Although they had no tabletop gaming at the con, they did have a couple of panels about tabletop games. One of them was about an RPG called Ki Khanga. It's a fantasy game based on Africa. Do a search for their facebook page to get some more info about it.

As for demographics, it was about 98% black and about 2% white attendance. I saw no other folks of other ethnic/racial backgrounds. The male/female ratio was about 60/40.

Convention Report: Library Mini-Con

This event took place on the 21st of July in 2018. It ran from 1 pm to 6 pm. It was at a new local facility that is partly controlled by the county's Arts and Recreation agency and partly by the county's Library System. They had a variety of panel discussions, a costume contest, an area set aside for board games, and a room for tabletop RPGs. They also had food trucks in the parking lot. Additionally, they had a few artist/vendor tables in the building.

The facility is located in Marietta, Georgia, USA. Marietta is in Cobb County. 

This was a free event that attracted a fair number of people. Maybe we should encourage gamers to use local government resources to stage events like this. It could help to promote RPGs and introduce new players to the concept.

"[LARP]" means only LARP events as many RPG cons include at least some LARP, as likewise applies to the mention of specific game systems. The same bracketed information applies as well to game systems when the con will have only those games present.

In an attempt to get more face-to-face meetings of the membership, we list who will be going to what convention, if they will tell us.  Get this type of information in at least two months before the convention itself, so we can run it at least once. David Millians will be attending GenCon, August 1-4.  Support your local cons by helping in the staff. It is a good way to promote RPG and you generally get in free for the brief time spent helping.  

A review of any attended convention afterwards for the Newsletter would be appreciated too. These reviews should include demographic data such as attendance, percentage male/female, white/ethnic minorities (or whatever is the majority/white/others), games in addition to tabletop RPG, and more subjective matters such as unusual events, quality of games and dealers' room, encouragement of new gamers, and whatever seems worth reporting. We need to work to restore CAR-PGa's reputation as the media's go-to on gamer demographics, especially since the media are still citing a study that cut off all those over 35 - at a time when that was the median age of gamers - it is closer to 40 now - which indicates we also need to work on recruiting younger players, although some increase in college age players at conventions has been noted.
